Heads of the county's departments began presenting their spending plans to the finance committee, in hearings open to the public for the first time.
The roads department asked for the largest increase, citing the rail extension's access roads. The health department asked for money to keep the Mlimani night shift running.
The hearings run for two weeks at the county hall.
