The county's audited accounts show the council spent 87 percent of the money it set aside for building work last year.
Roads took the largest share, followed by water pipes and the new maternity wing at Mto Mkuu hospital. The ward development fund spent only half of its allocation.
The finance committee said delays in national transfers held back the last quarter's spending.
